Programme 1 - Public Action, Private Investment

Centre Director Mick Moore, Programme One Convenor Hubert Schmitz and Egypt researcher Abla Abdel Latif were invited to attend the ‘Analysing the Economics and Politics of State Business Relations in Africa and India’ workshop in Jaipur. This workshop was an activity organised by the Institution for Pro-Poor Growth research consortium under the State Business Relations Programme; a programme which investigates a similar theme to our own PAPI Programme. Abla presented her work on CIPI in Egypt.
In May Jing Gu presented some of her finding at a seminar series at Nottingham University. More info here
In June a workshop was held in Beijing in collaboartion with IPRCC/CASS. The “China and Africa: Development Cooperation in the Era of Global Financial Crisis” workshop formed part of the China in Africa project. It received plenty of press attention for example:

DFID and FCO 's training programme entitled “Knowledge and Training Event of China’s Engagement of Africa” in Pretoria, South Africa, June 2009. Jing Gu was among a group of 20 international academic experts, convening from China, Africa and the UK to discuss the impact of China’s engagement with Africa.

In April 2009 the PAPI programme has it's annual workshop. Researchers from all the current projects under Programme One were in attendance. Additionally researchers from other research consortiums, the Africa Power and Politics Programme (APPP) and the Institutions for Pro-Poor Growth (IPPG), attended to present their own work which closely relates to the themes being investigated under the PAPI programme. Max Everest-Phillips (DfID) also attended as did the Future State's director Mick Moore.
The workshop was a great success; helping to coordinate the research projects under the programme and investigating the possibilities of knowledge sharing with the other consortiums.
Programme convenor Hubert Schmitz presented a Future State funded working paper to the German Development Institute and policy makers from the Ministry of Economic Cooperation and Development. There was considerable interest in the paper on 'Country Classifications for a Changing World' co-authored by Dan Harris, Mick Moore and Hubert Schmitz. Click here to view full copy
This March Hubert Schmitz and Abla Abdel-Latif attended the '8th International Conference of the Middle East Economic Association' to present their work on the PAPI Egypt project. A full report will be available shortly.

Eun Choi will soon be submitting her paper 'The Politics of Fee Extraction by Local Governments from Private Enterprises in China, 1996-2003' for publication in the China Journal. This paper is the culmination of the 'The Politics of Local Fee Extraction and Business Development in China' project.
Jing Gu has been very busy recently attending talks and conferences to spread the preliminary findings from her research in Africa and China. The field research stage of the project 'China's Private Sector Investment and the Investment Climate in Africa' has now been completed.
We are pleased to announce that funding for the writeup phase has now been guaranteed and we look forward to the publication of a paper in 2009.

PAPI convenor, Hubert Schmitz and researcher Abla Abdel-Latif attended '"The Doing Business agenda and beyond: Smart policies for competitiveness and social inclusion" workshop in Bonn (Germany) between December 4th and 5th. The conference, hosted by the German Development Institute, has a website available with futher information.
On behalf of the PAPI Programme Mick Moore attended the 'Doing Business in Practice' workshop in London, co-hosted by the World Bank and DFID. Mick talked on the subject of 'What matter for improving the investment climate? Linking reforms to impact'.

Jing Gu and researchers from the China-Africa Business Council and the Chinese Academy of Social Sciences met the UNDP Deputy Representative in Ghana, Mr. Shigeki Komasubara. Under discussion were the issues of Chinese Investment in Africa.

The day-long event Issue Networks and Social Accountability in Health and Social Assistance in São Paulo was held by the Brazilian team of “Modes of Service Delivery, Collective Action, and Social Accountability” (Brazil-India) on August 28th, 2009 (at Polis, São Paulo). The team presented initial research findings to a mixed audience of 60 people from the health and social assistance sectors.

The India team held a two major workshops during July. Reports will follow shortly.
Monika Dowbar, Graziela Castello and Peter Houtzager will present papers from Programme 2 at the 'International Sociology Association' meeting this August.
Suchi Pande recently visited Graziela Castello in Brazil. The aim of the exercise, funded by the Centre's Capacity Building programme, was to reinforce links between the Brazilian and Indian components of the BI(M) project and to jointly work on evaluating the innovative methodologies being used in the project. Research partners IDS Nairobi completed the project propsosal on Donor Proliferation.
The Informal Local Governance Institutions project held its workshop in Kathmandu. The workshop proved very succesful in coordinating the different research components and in planning for future work.
In May Andres Mejia Acosta and Antoine Heuty (RWI) produced a briefing for DFID on the 'Oil Curse' in Ghana. Click to download a copy.
Andres Mejia Acosta, the Programme Three Convenor and Lead Researcher on The Politics of Resource Dependency project, to attend the Global Development Network conference on 'Natural Resources and Development'.

In early February the progamme convenor, Andres Mejia Acosta, will attend the Tenth Annual Global Development Conference on "Natural Resources and Development”, in Kuwait City. Andres will discuss the work we have been doing on The Political Economy of Natural Resource Management and establish some connections with people working in other regions, particularly Africa.
Kripa Ananthpur has produced a report from the 4th Global conference on Pluralism, Inclusion and Citizenship, in Salzburg, where she presented some of her work on the Informal Institutions project.

'Aid, Rents and the Politics of the Budget Process' is currently the International Budget Partnership publication of the month.
Javier Arellano made a presentation 'Fiscal transfers and challenges to local public management in mineral economies: canon minero transfers and conflicts in Peru' at the University of Manchester. To access a copy click here.
In September Kripa Ananthpur gave a lecture at MIT under the SPURS/IDG lecture series. In November Kripa attended the 4th Global Conference – Pluralism, Inclusion and Citizenship to be held in Salzburg, Austria to present her paper 'Pluralism in Practice'. Giulia Mascagni attended the ODI organised Centre for Aid and Public Expenditure (CAPE) conference on the 13th and 14th of November in London.

Mick Moore attended the 'From curse to development' conference in Oslo in September.
We've been citied in the following 'Broker' article: Rethinking-state-building by Seth Kaplan.
On 31 March 2009, Mick Moore gave a seminar on Politics and Statebuilding to the staff of International Alert.
In March Mick Moore was invited to lunch with Bob McMullan to discuss his views on taxation, accountability and state legitimacy.
Mick Moore spoke on Aid, Taxation and Accountability at a joint Economic Commission for Africa-OECD meeting on More Effective Aid in Times of Crisis held at the ECA-African Union Finance Ministers Annual Meeting, Cairo, Egypt.
Erick Oluoch Manga awarded a Commonwealth Scholarship to study a PhD at IDS, University of Sussex in October 2009. Erick was successful after being nominated by the DRC Capacity Building Programme.

The BBC Panaorama programme aired a special programme on tax evasion and avoidance in February. 'Tax me if you can' provided an insight into how pervasive this problem is and why this issue is becoming more important in the current financial and politcal climate. Visit our tax pages for more.

The BBC Panorama Programme recently aired an investigative feature on aid and aid effectiveness. Presented by Sorious Samura the programme highlighted many of the problems the aid 'business' has. This has implications for DRC research on taxation and governance. Click for more.
